Tiffany M. Boyle is a keynote speaker, leadership strategist, and creator of the LEAP Framework: Learn, Execute, Adapt, Persevere.
As the first African American woman elected Commissioner of the Revenue in Newport News, Virginia, she leads a team of 40+ and a $2.8 million budget, and voters have reelected her unopposed in her last two terms. She built LEAP from that experience. It’s the system she used to launch Virginia’s first Minority Business Commission and to grow a food and fund drive from local, to regional, to statewide.
Today she brings LEAP to corporate teams, nonprofits, students, and entrepreneurs. Participants report 20–30% productivity gains. She is also CEO of Emerge Initiatives, LLC, a Harvard Kennedy School alumna, and one of NewsNation’s 125 Remarkable Women of 2025.

A Florida native raised in Newport News, and a military kid who spent ninth grade in Saudi Arabia, Tiffany started at the Commissioner of the Revenue’s office in 2008 as an accounting technician. She classified business licenses and solved taxpayers’ problems hands-on. After a career in technical business development at Newport News Industrial and building businesses through the Great Recession, she won the office outright in November 2017 and was sworn in January 1, 2018.
As Commissioner, she created the “Commissioners and Cans” food-and-fund drive and launched public service campaigns in English, Korean, Spanish, and American Sign Language. She also spearheaded Virginia’s first Minority Business Commission.
As CEO of Emerge Initiatives, LLC, she gives business owners access to resources, exposure, and hands-on support, from business documentation to social media and brand management. She co-hosts the Emerge Radio Show & Podcast, co-founded Ladies Around the Globe, and teaches as an adjunct professor at ECPI University.
In 2026 she published the LEAP Guidebook, hosted the free virtual LEAP Week conference, and plans on taking LEAP on the road.
